Izah - Neriak Commons
I was terrified at the thought of entering Neriak, but this rod was remarkably easy to get.
Unfamilar with Neriak, I created a 1st level Dark Elf which I used to explore the city and find the rod before I attempted it as a Human Wizard.
Once I was ready, here is the path I took:

The rod is right in front of the underwater windows of "The Blind Fish" tavern. I grabbed it Invis and swam back to a safe place to gate, and I was done.
